Hmm - tough one! Spearhead is wonderful and has the benefit of only being four episodes long. Silurians has the moral dilemma aspect... Ambassadors is an under-rated classic.
But it has to be Inferno, doesn't it? Seven episodes of danger, doubles and drilling. The atmosphere is incredible and the tension has rarely been higher in Doctor Who.
It's Inferno for me as well. A great story which flows well for a seven parter accompanied by a lot of action and tension. It's very scary as well.
Spearhead; I'm biased towards the first half of the season since I'm just not very familiar with Inferno or Ambassadors.
Inferno for me too. S7 was radically different from what had gone before, it seemed the series had grown up. Inferno's 7 tense episodes gives it that epic feel, and one that doesn't seem to drag.
I'd rank them
Spearhead
Ambassadors
Silurians
Inferno
Spearhead just zips along and throws handfuls of ideas at you; Ambassadors is genuinely interesting and mysterious so that you want to keep watching to find out whats going on (but does have odd spells of tedium)
Silurians for me just switches to odd spells of great stuff amongst lots of tedium
And I'm afraid Inferno is , fo me, just lots of people shouting at each other and repetitive fight-escape-capture.
