Pip put them in because there weren't that many stories during Colin's tenure. Why not just get them out quick if you really don't want them there. Same reason as splitting Trial of a Timelord from one story into the four very differing parts.

The guy who played him was at the time one of the worst actors on TV IMHO. He's gone on to great things now, though, so I guess either I'm completely wrong or he's improved somewhat....

I know there's an awful lot wrong with The Twin Dilemma, but at least it manages to fill out its four episodes with a proper story - both Attack and Vengeance have very flabby, nonsensical second halves, and The Mark of the Rani just seems to be about three smug timelords trying to get one over on each other.
