Well, we've had Moira Stewart... so why not my other favourite sultry-voiced vixen, Charlotte Green? That may mean switching it over to a radio series, though...

Judi Dench really would be worth seeing! She'd probably end up being much like a female version of William Hartnell's Doctor but without the line fluffing.
