Just to add that i'm fully aware that my list isn't totally fair in some ways, But there are so many different ways of looking at these things, & at the end of the day my favourite period of Who is 1970 to 1977.
For example, I know that 'Tomb' is a better Cyber story than 'Revenge', but if i was going on a desert island, & had to choose between the two, I'd choose 'Revenge' because if i had to make the choice, i'd rather watch something from my favourite era, even if it's one of the not so good ones.
I know that doesn't make sense, but there it is. That's how i worked out my list. I didn't base it on an objective look at each story, It's just blatant favouritism!

I think the only way to judge is purely on what you love most - any other way is unatural/forced.

I rated the stories in a far more complicated way.

Surprisingly, no.

It did, however, involve rating each story out of ten in seven different categories (how well it was written, how well the regular cast performed, how well the guest cast performed, how convincing the visual effects/monster costumes were, how scary it was, how much the story DRAGGGGGGGGGGED, and how suspenseful the cliffhangers were). I then took an average of the seven categories for each story.
