To me the most obvious scenario is to franchise it, like CSI or Law and Order.
Is it Torchwood 4 they can't find? Hey, have it turn up in the States, with Captain John at the helm as the antihero- perhaps akin to Avon in Blake's 7.
As for the UK, my guess is it was stripped back down to bare bones so they can have a clean reboot if necessary. They have no need to return with any of the team (other than fan and audience reception), and can start fresh be it in Cardiff or elsewhere.
If America wants it- really wants it rather than think it's quaint-- then they may not want it to be so, well, Welsh. Don't get me wrong, I love it. Much better than London based in fact, but an international audience who think we're all either Dick Van Dyke or Kelly LeBrock fake English, it may be a barrier.

I think it says a lot about how much they wanted to get shot of it that months on from a hugely successful series, it's still not confirmed for more! It should have been recomissioned before the last series had even finished! Madness!

It's almost like it's a show that's "slipped through the cracks" - with the obvious reshuffle at Cardiff, and the fact that its not had a consistent home (ie, it was on BBC Three, then BBC Two, then BBC One) maybe it just doesn't have a driving force pushing to get it renewed. It would be a huge shame if it just faded away.

John Barrowman was a guest today on Steve Wright in the Afternoon on BBC Radio 2. During the interview he confirmed that Torchwood will be back for 13 episodes.

I don't think it'll be set on another planet.
Unless someone at the BBC said "We love this show but it's just too realistic and not expensive enough to make".

Chris Chibnall is off to America to pen a new series about Camelot. So it looks like he's not hanging around waiting for Series 4 of Torchwood.

It's not ready to go to Fox:
BBC Worldwide Productions and the FOX Broadcasting Company have mutually agreed not to progress together with a 13-episode serialized 'Torchwood' format. We are currently in discussion with several interested networks.
I've just got my handcuffs and my truncheon and that's enough.
