Prime Minister/Minister Jon Pertwee?
Jon Pertwee was a Tory in private and also an admirer of Margaret Thatcher (In the stage play The Ultimate Adventure, which features Thatcher as a character, he uses "My Dear Margaret" and is respectful in contrast to Colin Baker's irritated "What is it now, Maggie?!")
Would it have been possible for Pertwee to become a Tory politician?

It's possible I suppose. During WW2 he worked with Ian Fleming in Royal Navy Intelligence and may have been acquainted with Winston Churchill. So that might have been an alternative for him. Perhaps his autobiography tells more on this.

I knew there was a reason why Ralph likes Pertwee best.
Though personally I'm gutted naturally.

It might explain his patrician personality...
